Help for RPCCCTRZ

PURPOSE
    
Uses an output from Program sc2rpc to generate corner points and
put them into a vicar label prior to calling program vicar2ntf to 
make the nitf format.  Or the corners can be seen in the vicar
label.

A GEOTiff label in geographic coordinates is also added to the
label for possible use by sc2rpc.  (It is usually approximate).

OPERATION

puts (-999.0,-999.0) in the nitf corner labels (in VICAR-GeoTIFF format)

PERFORMANCE

about 1 second on a SUN blade 2000.
