Level 2 Help for RASTOVEC

All five file names must be specified unless FIRST or SECOND is specified.
If FIRST is specified, only the first two output file names are entered.
If SECOND is specified, only the first three output file names are entered.

The default is to perform all three program steps: polygon labeling, segment
creation, and polygon cycling.  In TAE command mode the user should
enter 'FIRST as a stand-alone keyword.
