Updated migration script

The behavior of the Aerie database migration script has been improved to be more user-friendly and report more information. Along with this, the syntax used to invoke the script has changed slightly, and now requires a subcommand, eg. aerie_db_migration.py migrate .... See this docs page for more details. The instructions for running the OLD version of the script have been preserved here - in case you ever need to downgrade your Aerie deployment to a version <3.3.0, you will need to use the old version of the migration script.
